Strategy and Formulation of Disaster Management Policies in Indonesia

Abstract— The purpose of this study is to formulate the concept strategy and formulation disaster management policies in Indonesia, especially faced with challenge increasing trends natural non-natural disasters emergence Covid-19 pandemic. This uses a descriptive qualitative approach an emphasis on literature studies examine several methods experiences (lessons learned) various implementations Indonesia. result research need for strategies policy each phase (pre-disaster, emergency response, post-disaster) from aspects system, namely legislation, planning, institutions, funding. proposed refers mandate 1945 Constitution, (1) protect entire Indonesian nation homeland Indonesia (reformulating adequate funding stage management); (2) promoting public welfare (reforming post-disaster principle build back better, safer sustainable); (3) educating nation’s life mainstreaming or risk reduction all levels society, through communication, education, information as well dedication); (4) participate implementing world order based freedom, eternal peace, social justice cooperation, both domestically internationally disasters).Keywords— Strategy; Formulation; Disaster Management Policies; System
